WP8 Workpackage on telemedicine

Lead beneficiary: London School of Hygiene & Tropical Medicine, Dr Helena Legido-Quigley


  • Undertake a mapping exercise of the range and diversity of telemedicine services that cross borders, both within and beyond the EU.

  • Undertake an in-depth analysis of three schemes within the EU, to understand the procedures used for contracting, pricing, and quality assurance.

  • Undertake a Delphi exercise to identify opportunities for and obstacles to expansion of telemedicine in Europe, focusing on both those factors acting within countries (infrastructure, regulations, professional issues, etc.) and those that are specifically cross-border (such as contracting, liability, etc.). The factors that are listed as acting inside a country will also be examined for their impact on success of cross-border applications (e.g. differences in level of infrastructure or different stages of technological progress).

  • Undertake a scenario analysis to identify potential consequences (both anticipated and unanticipated) of a situation where a health provider in a high wage pre-2004 EU member state contracts on different scales with a telemedicine provider in a low wage new member state.


  • A systematic review on cross-border collaborations in telemedicine worldwide to map the different initiatives and identifying their main characteristics of telemedicine across borders.

  • Case studies

  • A Delphi exercise (incorporating scenario analysis)
